Syarif Hidayatullah State Islamic University (UIN) Jakarta has a very strategic role for global civilisation. Geographically, UIN Jakarta is located in a country with an inclusive Muslim majority population and a diverse society, in terms of religion, culture, language and local wisdom. Before becoming a university, UIN Syarif Hidayatullah Jakarta was an academy (Akademi Dinas Ilmu Agama) and became an institute (Institut Agama Islam Negeri) and then became a full flagship university. UIN Jakarta has an important position in the history of the development of Indonesian Islamic thought because of its reputation as a sower of moderate, tolerant and inclusive Islam that continues to colour the development of Islam in Indonesia and the global world. Some of the important figures of UIN Jakarta that have gone global include Prof. Dr Mahmud Yunus, Prof. Dr Harun Nasution, Prof. Dr Nurcholish Madjid, Prof. Dr M. Quraish Shihab, and Prof. Dr Azyumardi Azra. They are public scholars-academics who are very well known for promoting Islam as rahmatan lil alamin which makes moderate Islam the frontline in the development of Islam in Indonesia and the world.

These figures are also known as the pioneers of the integration of Islam and science as well as the distinction between universities under the Ministry of Religious Affairs and the Ministry of Education and Culture. This position is certainly very strategic in the context of the map of Indonesian Islamic thought, even becoming one of the main assets for UIN Syarif Hidayatullah Jakarta in positioning itself to compete with other universities in Indonesia. UIN Jakarta's intellectual tradition is framed in Islamic Studies and reflected in its graduates as one of the advantages and values compared to other institutions. After transforming into a university, UIN Syarif Hidayatullah Jakarta has further expanded its scientific studies in line with the birth of general faculties such as psychology, economics and business, medicine, health sciences, science and technology, and social and political sciences. With the increasing diversity of scientific studies at UIN Syarif Hidayatullah Jakarta, scientific integration is increasingly important and at the same time makes this campus continue to strive to become a superior campus that has high competitiveness not only among Islamic universities, but also among other public universities.

In an effort to continue strengthening UIN Syarif Hidayatullah Jakarta's position in the national and international arena, we have designed various programmes, so that it can be included in the world's best university rankings and strengthen international recognition. International reputation, one of which is proven by the acquisition of three stars from QS Stars, is one of the important assets of UIN Syarif Hidayatullah Jakarta to continue to be a centre of excellence in Islamic Studies, integration of Islamic science and science and religious moderation. Institutionally, UIN Syarif Hidayatullah Jakarta is currently a Public Service Agency (BLU) which has optimised cooperation income, business units and businesses to encourage the performance and quality of BLU UIN Syarif Hidayatullah Jakarta, so that it becomes a campus with autonomous good governance and strengthens the entrepreneurial spirit through various research products connected to the industrial world. This is done to strengthen the preparation of UIN Syarif Hidayatullah Jakarta to become a Legal Entity University (PTNBH) and can have wider autonomy to make various innovations in various fields as well as becoming the first Legal Entity University under the Ministry of Religious Affairs.

One of the programmes developed to become a superior university is the five golden programmes. The programme was developed as an acceleration effort to become a superior university as well as a measurable parameter compiled by referring to world-class university indicators according to several types of rankings such as QS Stars and Times Higher Education (THE). The first programme is to increase teaching excellence with international standard graduates as the indicator. The second programme maximises research and publications in reputable international journals. The third programme is to improve the qualifications of human resources (HR) in order to support teaching excellence, research and publications, and modernisation of academic and management systems. Fourth, the provision of infrastructure that supports teaching excellence and research productivity. The fifth programme is to increase cooperation with universities and industries at home and abroad in the fields of education, research and service as well as creating independence and a culture of entrepreneurship.

These programmes are designed to realise the vision of UIN Syarif Hidayatullah Jakarta, which is to make UIN Syarif Hidayatullah Jakarta a university of global reputation with excellence in the integration of Islamic knowledge, Indonesianness and Science. UIN Syarif Hidayatullah Jakarta will continue to improve innovative and creative research-based education and teaching, information technology according to the needs of the times, improve quality and superior integrative research and service for scientific development, social transformation and increasing the competitiveness and independence of the nation, as well as university management by developing an autonomous organisational structure and culture, religious, integrity and accountability. UIN Syarif Hidayatullah Jakarta's recognition can be seen in several achievements, including: first, UIN Syarif Hidayatullah Jakarta's Google Scholar Citation ranking is ranked third in 2019; second, Webomatric's university ranking, UIN Syarif Hidayatullah Jakarta is number 4. 176 worldwide and number 45 after previously occupying number 32 at the national level; third, UIN Syarif Hidayatullah Jakarta as of December 2019 has 791 publications in Scopus with 3,957 citations; and fourth, UIN Syarif Hidayatullah Jakarta ranks 45 after previously 42 in University Web Ranking (Four International Colleges Anouniversities). In the future, UIN Syarif Hidayatullah Jakarta will continue to improve its institutional quality in various ranking versions at national, regional, and international levels.

 

Human Resources

UIN Syarif Hidayatullah Jakarta is an institution that prioritises learning and research (both based on pure research and service research) and at the same time makes research results the basis of learning. Lecturers and education staff are human resources who play an important role in the successful implementation of learning, research, and community service. In terms of human resources availability, UIN Syarif Hidayatullah Jakarta has 1,012 education personnel consisting of 429 civil servants, 71 Functional Civil Servants, 112 BLU Permanent Employees (PT), 397 BLU Non-Permanent Employees (PTT) and 3 BLU Functional Non-Permanent Employees (PTT).

 

Meanwhile, UIN Syarif Hidayatullah Jakarta has 995 permanent civil servant lecturers. Of this number, it includes 90 lecturers who are seconded to private universities (DPK), 105 Non-Civil Servant Permanent Lecturers and 27 CPNS Lecturers. The overall number of civil servant lecturers at UIN Syarif Hidayatullah Jakarta still does not provide an ideal ratio of lecturers and students. With the number of students of UIN Syarif Hidayatullah Jakarta currently totalling 32,830 people, the ratio of lecturers and students is 1:32 (meeting the National Education Standards and BAN PT reference). In terms of education, the qualifications of UIN Syarif Hidayatullah Jakarta lecturers vary. The education level of lecturers with Master's degree (S-2) is 669 people or 67% and the rest with Doctoral degree (S-3) is 326 people or 33%. From the functional position, UIN Syarif Hidayatullah Jakarta has 74 professors (7%), 236 head lecturers (24%), 526 lecturers (53%), 117 expert assistants (12%) and 42 teaching staff (4%). Of the total number of lecturers (Masters and Doctorates), 81% are domestic graduates. The rest are graduates of Europe and America (10%), the Middle East (5%), and Asian countries (4%). The quality of lecturers has been seen from the implementation of the tridarma of higher education which is monitored regularly through activity reporting in the online Lecturer Workload (BKD) system.

 

Education and Teaching

In order to realise the vision and mission of UIN Syarif Hidayatullah Jakarta to achieve global recognition, the curriculum of study programmes at UIN Syarif Hidayatullah Jakarta has undergone significant changes. All study programmes have implemented Outcome Based Education (OBE) based curriculum. UIN Syarif Hidayatullah Jakarta has 56 Study Programmes in the Undergraduate Programme (S1), and 19 Study Programmes in the Postgraduate Programme (S2 and S3), as well as 3 Professional Education that have been accredited by BAN-PT, with details: 50% of Study Programmes are accredited A, 42% are accredited B, 5% are accredited C, and 3% that have not been accredited are new Study Programmes.

In addition, there are seven study programmes that have been certified by AUN-QA (ASEAN University Network-Quality Assurance) for integrating ASEAN curriculum standards in their specific programmes. The seven study programmes are Islamic Religious Education (FITK), Dirasat Islamiyah (FDI), Islamic Guidance (FDIK), Islamic History and Culture (FAH), Family Law (FSH), Management (FEB), and Information Systems (FST). This is certainly a form of global recognition for UIN Syarif Hidayatullah Jakarta. In the midst of efforts towards a global reputation, UIN Syarif Hidayatullah Jakarta still maintains its distinction, namely as an Islamic institution with excellence in the integration of Islamic science and science with the implementation of simultaneous studies and the establishment of courses (MK) across Study Programmes with credits and non-scores that are characterised by the integration of Islamic science and science.

Cross-curricular courses include national compulsory courses as well as the development of students' soft skills. The strengthening of soft skills is UIN Syarif Hidayatullah Jakarta's response to the high level of alumni competition in the job market. In the learning process, UIN Syarif Hidayatullah Jakarta has implemented student-centered learning, which emphasises students' activities, creativity, analytical skills, problem-solving skills, and research skills. UIN Syarif Hidayatullah Jakarta develops a research-based learning process, which is learning that is implemented by integrating research results. In addition to the integration of Islamic science and science, strengthening the Graduate School (SPs) and Religious Studies Programme is a special concern of UIN Jakarta.

Improving the quality of education at UIN Syarif Hidayatullah Jakarta is done regularly, starting from the input, process, and output. The quality of input is seen from the development of curriculum that is seen in the programme specification which includes information about learning outcomes, teaching-learning methods, and student assessment. To ensure the quality of the learning process, online Evaluation of Lecturers by Students (EDOM) is conducted every semester. In addition, the quality of the process is also carried out by regular monitoring and evaluation of the quality of thesis guidance and academic guidance of lecturers. The quality of output is carried out through analysis of Grade Point Average (GPA), length of study, and the absorption rate and relevance of alumni in the job market.

 

Research and Publication

In improving the academic capacity of lecturers, UIN Syarif Hidayatullah Jakarta has research, writing, publication, community service, and training programmes, which are supported by adequate funds and continue to increase from year to year. University research funds reach 30% of the total BOPTN budget as mandated by Law No. 12/2012 on Higher Education by increasing the percentage of research budget every year. The research budget increased by 33.3% in 2019 compared to the previous year. Research and publications are supported by evidence of an increasing number of lecturer publications in reputable international journals indexed by ISI Knowledge-Thomson Reuters (USA), SCOPUS (The Netherlands), Microsoft Academic Search, Ulrich's Periodicals Directory (Proquest), Academic Search Complete (EBSCO), Zentralblatt MATH (Springer-Verlag), DOAJ (Lund University Sweden), and Peridoque (EP Lausanne Switzerland).

Since 2002 UIN Syarif Hidayatullah Jakarta has publications in SCOPUS. The total publications up to December 2019 are 791 documents. The number of publications continues to increase. In the field of publications, UIN Syarif Hidayatullah Jakarta has 21 National Accredited Journals and has five reputable international journals indexed by SCOPUS and Web of Science (WoS). The achievement of SCOPUS indexed publications at UIN Jakarta continues to increase. This cannot be separated from the commitment of UIN Syarif Hidayatullah Jakarta to develop research-based programmes and publications through: collaborative research, visiting professor, and research fellowship both inbound and outbound UIN Syarif Hidayatullah Jakarta, article writing and publishing grants for professors, conference travel grants and textbook writing. In addition, UIN Syarif Hidayatullah Jakarta also develops student exchange programmes, sandwich programmes, short courses, and international classes.

UIN Syarif Hidayatullah Jakarta also designs community service programmes that are still research-based. One of the designs is to synergise students and lecturers in implementing community service programmes (Kuliah Kerja Nyata/KKN), and community service based on partnerships with communities. Lecturer development is also carried out in the field of community service, whose budget continues to be increased. In terms of programmes, the participation of lecturers and students in activities is increasingly varied and widespread. PpMD (Community Service by Lecturers) programme is conducted in disadvantaged areas to bring UIN Syarif Hidayatullah Jakarta closer to its closest stakeholders.

 

National and International Cooperation

UIN Syarif Hidayatullah Jakarta collaborates with various educational and non-educational institutions, both at home and abroad. Collaboration with foreign institutions is conducted with countries such as Japan, Malaysia, South Korea and others. Memorandum of Understanding (MoU) is also done with various universities and international institutions. The MoUs that have been agreed cover the fields of education and training, research and scientific development and community service. Several countries from America, Australia, Europe, Asia, and Africa are ready to send their research lecturers to conduct their research activities at UIN Syarif Hidayatullah Jakarta, and vice versa, UIN Syarif Hidayatullah Jakarta research lecturers are ready to conduct research and teaching activities at each of the cooperation partner campuses. These programmes provide opportunities not only to expand networking and increase capacity, but also to conduct joint publications with researchers and professors at renowned universities abroad.

 

Student Affairs

Students of UIN Syarif Hidayatullah Jakarta in the 2018/2019 Academic Year totalled 32,730 people, with details: undergraduate students as many as 29,725 people, master students as many as 1,482 people, doctoral students as many as 482 people, and professional programme students as many as 1,141 people. As of the end of December 2019, UIN Syarif Hidayatullah Jakarta has 216 foreign students, spread across undergraduate, postgraduate and doctoral programmes. This number has increased every year. The presence of foreign students is an indicator of world recognition that UIN Syarif Hidayatullah Jakarta is a destination for Islamic studies and science. The foreign students come from 30 countries, in the African, Asian, Asian, European, American, and even Russian regions. UIN Syarif Hidayatullah Jakarta is determined to continue to increase the number of foreign students. One of the efforts made is by providing Rector Scholarship which covers tuition fees, living expenses, and Indonesian language course fees.

In the New Student Admission of UIN Syarif Hidayatullah Jakarta, the specialisation ratio of Study Programmes shows the quality of prospective students. The ratio of student enrolment seen among the various Study Programmes varies. In 2019, the highest ratio was 1:93 from the Medical Education Study Programme, with the overall average enrolment per Study Programme in the range of 1:32. Various academic and non-academic achievements have been made by UIN Syarif Hidayatullah Jakarta students, both at local, national, regional, and international levels. In order to produce competitive and career-ready graduates, UIN Syarif Hidayatullah has a Career Centre as a unit of career services, competency development and soft skills of prospective graduates, job readiness, vacancy information (job fair and campus hiring), career counselling, and implementation of alumni tracer study. In addition to being an important requirement for the implementation of national, regional and international accreditation, Career Centre activities, especially tracer studies, are the centre of information on the development and movement of alumni to provide significant consideration in improving the quality of the process of implementing the tridharma of higher education.

 

Management and Infrastructure

UIN Syarif Hidayatullah Jakarta has achieved various achievements in terms of national and international recognition. In 2018, UIN Syarif Hidayatullah Jakarta was recorded to have achieved international level recognition, namely the level three Stars from QS Stars Rated for Excellence. The results of the assessment of university management by QS are reviewed from a number of important aspects, including Teaching with a score of 4, Employability with a score of 4, Internationalization with a score of 2, Facilities with a score of 3, Social Responsibility with a score of 3, Inclusiveness with a score of 5, and Program Strength: Islamic Studies with a score of 2. In the same year, UIN Syarif Hidayatullah Jakarta was also reaccredited as a Higher Education Institution (AIPT) by BAN-PT, and the results obtained a score of 374 or with an A accreditation predicate value. In addition, in some work units, external surveillance is also carried out on the certification that has been obtained in several work units such as the Rectorate, Faculty of Tarbiyah and Teaching Sciences, Faculty of Economics and Business, Faculty of Sharia and Law, Faculty of Dirasat Islamiyah, and Faculty of Da'wah and Communication Sciences. ISO SMM is carried out on several aspects, including academic, administrative and general fields and student affairs.

In supporting the creation of good managerial and governance, UIN Syarif Hidayatullah Jakarta implements the Decree of the Director General of Pendis Number 281 of 2018 concerning Strategic Management System (SMS) at State Islamic Religious Universities. The implementation of SMS in PTKIN in general and UIN Syarif Hidayatullah Jakarta in particular aims to assess the extent of managerial implementation from 4 aspects, namely GUG (Good University Governance), UPI (University's Performance Improvement), CAU (Competitive Advantages University), GRU (Globally Recognize University). UIN Syarif Hidayatullah Jakarta managed to achieve the expected managerial performance target. The average score of SMS performance of UIN Syarif Hidayatullah Jakarta obtained is for GUG of 85% from 90% target, UPI 70% from 70% target, CAU 48% from 50% target, and GRU 52% from 30% target. With the achievement of the Strategic Management System (SMS) performance, it illustrates that the management quality of UIN Syarif Hidayatullah Jakarta is increasing.

UIN Syarif Hidayatullah Jakarta is equipped with adequate infrastructure to facilitate the entire process of Tri Dharma Perguruan Tinggi. There is an ideal and very adequate Library Centre building with a collection of books reaching 207,697 copies spread over 121,073 book titles, in addition to 5000 titles per Faculty. The library at UIN Jakarta subscribes to SCOPUS indexed journals and several international journals with DOAJ, JSTOR, Cambridge University Press, Oxford University Press, Brill, and so on. Institutionally, UIN Syarif Hidayatullah Jakarta currently has the status of Public Universities with Public Service Agency (PTN-BLU), which is one of 17 State Islamic Religious Universities (PTKIN) with BLU status. In addition, UIN Syarif Hidayatullah Jakarta is one of 3 (three) PTKINs that have implemented a Performance Contract-based remuneration system. In addition to PNBP Education, UIN Syarif Hidayatullah Jakarta has revenues derived from cooperation with external parties and from other revenues outside the contribution of student tuition payments. In the future, UIN Syarif Hidayatullah Jakarta must continue to explore various potential sources of revenue, especially from asset management and cooperation.
